Abstract: Russian official and think tank worked with each other, proposed “Great Eurasian Partnership” in a planned and orderly manner, where the think tank played a bridging and guiding role. “Great Eurasian Partnership” has the typical features of “Track II Diplomacy”. From the historical context from “The Great Europe” to “The Great Eurasia”, “Great Eurasian Partnership” reflects the development and change of Russian strategic orientation in the international political structure. In essence, it continues and presents Russian Eurasian strategies. This is the latest interpretation of Russian international positioning and identity recognition, as well as a positive response from Russia to the current situation and challenges for the concerns on economic development, national security, diplomatic breakthrough and elimination of crisis. From the overall picture of Sino-Russian relations, the self-reliant diplomacy requires us to actively seek for our own economic interests, consider the overall, long-term interests of Sino-Russian common development, and examine the influence of “Great Eurasian Partnership” and “Silk Road Economic Belt” in a comprehensive and objective way.
