Abstract: Since Kyrgyzstan's regime transformation to parliamentary system in 2010, the government has entered into a multi-party coalition government mode. Government cabinet members including premier are completely elected by the parliamentary ruling coalition. However, under the multiple influences of the loss of the country’s political party institutionalization, actual economic development problem and traditional tribalism, Kyrgyzstan government is always in an unstable administration status and changes frequently. Kyrgyzstan government adopts a series of measures to perfect government functions and intensify the public’s national identity; it attaches great importance to people’s livelihood. The new constitution after 2016 constitutional referendum will also play an active role in the government’s administration stability.
